The Owner role includes billing, and only the owner can give billing access

Someone on the Owner role could never manage billing, because the role came with billing switched off and cannot be edited. It now always includes billing. And deciding who else handles money is now yours alone: before, anyone allowed to edit roles could switch billing on for themselves.

• Only the workspace owner can turn Manage billing on or off for a role, or put someone on a role that has it
• Team members who manage roles see the switch greyed out, with the reason
• Someone with billing has it in every branch they work at, and in All branches
• Billing emails still go to the workspace owner
