The Save button is back on every form while a billing notice is up

While a billing notice was showing at the top of the page, every form — a team member, a service, anything in Settings — lost its Save and Cancel buttons off the bottom of the screen, and the page would not scroll far enough to reach them. The notice took up room the form had already counted as its own. Both are fixed: the buttons stay on the bottom edge and the page scrolls normally.
